You need exactly one SQL Server 2012 Device CAL for this one PC. That is cheaper than buying three SQL User CALs. You also need the SQL Server 2012 Standard (Server + CAL) licence, of course.
Where on the server do I install this licence?
Nowhere. SQL CALs (like standard Windows Server CALs) are purely proof of licensing. You must keep the invoice and the licence documentation as evidence. There is no technical installation or activation on the server.
How does this differ from a SQL User CAL?
A Device CAL is tied to one device, which can then be used by any number of users. A User CAL is tied to one user, who can then access the server from any number of devices. As a rule of thumb: if there are more users than devices, the Device CAL is cheaper.
Do these CALs also work if I have bought the core-based licence for SQL Server?
No. If you have licensed SQL Server per core, you need no CALs. CALs are only relevant for the "Server + CAL" licensing model.
Can we also use 2012 SQL CALs to access a SQL Server 2014 database?
No. SQL CALs (like Windows Server CALs) are not forward compatible. To access SQL Server 2014, you need CALs for version 2014 or later.
