You need exactly one Windows Server 2025 Device CAL for that one PC. That is cheaper than buying three User CALs.
Does this CAL also cover access via Remote Desktop (terminal server)?
No. This Standard Device CAL only applies to basic access (file shares, etc.). If the device needs to use the terminal server, it needs an additional "RDS Device CAL".
Where on the server do I install this licence?
Nowhere. Standard CALs are purely a legal record. You need to keep the invoice and the licence documentation as proof. There is no technical installation on the server.
Can we use 2025 CALs to access our older servers (2022, 2019) too?
Yes. CALs are backward compatible. A Windows Server 2025 CAL can be used to access Server 2025, 2022, 2019 and older.
