Yes, definitely. Core licences only cover installation of the server operating system. For access by each device or user, you must have separate CALs.
One PC in production is used by 3 shifts (3 employees). What do I need?
You need exactly one Windows Server 2019 Device CAL for this one PC. This is cheaper than buying three User CALs.
Does this CAL also cover access via Remote Desktop (terminal server)?
No. This standard Device CAL only applies to basic access (file shares, etc.). If the device is to use the terminal server, it also needs an "RDS Device CAL".
Where on the server do I install this licence?
Nowhere. Standard CALs are purely legal proof. You must keep the invoice and the licence documentation as evidence. There is no technical installation on the server.
Can we also use 2019 CALs to access our older servers (2016)?
Yes. CALs are backward-compatible. A Windows Server 2019 CAL can be used to access Server 2019, 2016 and older, but not newer versions such as Server 2022.
