Do I really need to buy CALs as well as the core licences for the server?
Yes. The core licences for Windows Server 2016 only cover installing the operating system on the hardware. Separate CALs are always required for access to the server by users or devices.
What is the difference between this Standard User CAL and an RDS User CAL?
The Standard User CAL allows basic access (files, printing, etc.). However, if a user needs to use the terminal server (Remote Desktop Services) to access a central desktop or application, they need an additional "RDS User CAL".
An employee has a PC in the office, a laptop at home and a smartphone. How many CALs do they need?

Where on the server do I install this licence?

Yes. CALs are backward compatible. A 2016 CAL can be used to access Server 2016, 2012 R2 and older. However, you cannot use it to access a newer server such as 2019 or 2022.
